This is definitely much worse now since the patch. I played three ambush matches in a row where I spawned with an assault forge and my first 3 to 4 shots did not register at all. This seems to mainly be an issue at the beginning of matches.

Shorten the active hardener duration by 10 secs. Change all active modules so that only one of each type can be active at a time, to prevent double stacking hardeners and damage mods. This fixes most of the problems in my opinion.
