Oh, my bad. I completely misunderstood. In that case, I'd call it a definite "maybe". There's a vehicle devblog where they talk about vehicles getting role bonuses like in EVE (20% bonus to sight distance per level, can equip cloaking module, etc)...

Swarms were probably nerfed because they were too powerful against dropships. I'm certainly excited to have my dropship last a little longer in the sky. AV grenades were one or two-shotting extremely expensive LAVs. Kinda imba, that. Forge guns ...
