They've confirmed in a devblog that vehicles will get bonuses per operation skill level. Grimesnes will get +20% to sensor dampener range per Gallente Dropship skill level, for example. Stands to reason we'll see that for dropsuits, too.

We have no idea at this stage what eWar will do. Speculation is mostly pointless. We know that at least some dropships will get eWar bonuses, so presumably it is not limited to AV and can, in fact, be used BY vehicles.
