I like it for certain maps and game modes. I mainly use it for domination in the map with the pipelines or any other map where I can kill from a range and for everything else I use a Gal assault. . So for me it's more of a situational suit.

Rail weapons in general have a slow reload time so the bonus helps. Though, I think rail weapons should already have faster reloads than they currently do. But that's just me. Aside from that, I'm fine with the bonus.
