Each mercenary has the choice to sign a blood pakc for their preffered faction.
Signing a blood pack means you get an increase LP payout and an increase in ISK reimbursement.
Mercenaries that have not signed in on a blood pack can play for all the factions but at a decreased LP payout and no standinglevels (this is to encourage Faction loyalty but also not to disencourage mercs that could care less about loyalty and just want the gear).
Signing a blood pack from a specific faction (Example: Amarr) means you can also fight for the allied faction (Caldari) but to a little benefit you would normally get from fighting for the faction you signed in your blood pack for.
If you suddenly decide to change towards the rival faction while under a blood pack, you will be fined an X amount of ISK for faction betrayal. Same goes if you fight for their allie but not as much ISK will be fined.
If you no longer decide to be under a blood pack and wish to break it, a fine of 10 million ISK will be given and taken from your wallet. This is to stop (or greatly disencourgae) blood pack faction hoppers.
[*] Maybe, poosibly, those who have signed the blood pack and proved loyal to the faction they signed for will get daily rewards (Officer gear, some keys, warbarge components, etc) This is to grestly encourage faction loyalty even more. But this is a maybe.

So what do you guys think? This idea is not an attack on faction hoppers but an aid for faction loyalists. Level 10 is great and all but reaching it is a hard and long grind. Especially even more when your faction is on a loosing streak which means you get 0 standing points.
Also, to me, its a little ridiculous on how a player can be Level 10 on both Caldari and Gallente for example. And we know there arr players like that out there. No faction loyalty, but they get all the benefits and more from a faction loyalist.
This is why the blood pack idea. To give faction loyalists more while keeping the mentality of faction hopping.
How do you guys like it? What needs to be changed or improved? Please leave constructive feedback.

Maybe Factional Contracts like MWO would be better format.

I like the idea, however, I am not fond of having a decreased LP payout for not signing a blood pact. You said yourself that getting to level 10 is a hard grind. I'm fine with the rest, though.

So essentially it's not really a decrease so much as making a pact offers an increase.

Exactly. Good stuff, I've been a fan of this kind of idea since CPM 1 where SMB and I worked on a similar proposal for CCP.
Having the option to sign on for something like this provides a lot of potential good
Now if only we could get the four faction LP stores properly stocked

True beat me to this point. How about we call them contracts instead and go a step furthur:
A CEO or a Director can intiate a corp wide contract that means everyone in the corp (present and those who join) has the contract by default. This could also move the corp into the Miltia Coalition for their respective contract (only if they can sort things out with EVE).
If you leave the corp, you do not have to pay a fee for abandoning your contract, but you also lose the contract. Fighting for the enemy will have consequences for your corporation and not just for yourself. This will mean corps like Praetoriani Classiarii Templares can truely be an Amarr FW corp in both contract and name.
If your corp has a contract, you can not have your own private contract. This would be to avoid stacking and exploitations to get around the negatice effects. If your corp does not have a contract, you can carry out your own private contracts.
