Remove the 2nd equipment slot that scouts have. That way you will see a reduction in the number of scout suits using a cloak (+r/e's). Have bullets and nades (- flux) increase the shimmer of the cloak field for a short time. Makes the scout easie...

Remove the 2nd equipment slot and either slightly increase the hitbox or slightly decrease strafe speed. The bullet evading dance is too effective imo.
