Why not, instead of a waiting period for the game to unlock, have a sound that plays when you enter/exit cloak?
Just lock the game until the sound plays, and, at the least, they will know their helmet goo is going to get splattered all over the walls quite expediently.
Since the current fix...kinda fixed it, but not really.

I'm taking it from the victims end (The side these nerfs are proposed from), And never once have I heard a decloak noise.

It does have a sound. However, I am not a fan of balancing things by sound. One because it is difficult to pick a level that "seems fair" based on volume. The other is because I am nearly deaf as a post; I cannot differentiate sound volumes on many different things nor can I hear certain tones. One game required that I hear a set of tone numbers from a keypad from audio and enter in the correct numbers: utterly impossible for me. I had to cheat in Skyrim for unbreaking lockpicks for the same reason; I have been told there is an audio clue but I have never heard it with my groovy headset.
Better would be to actually enforce the "cannot fire until you have appeared + x time."
