Installations come from the Warbarge. The reason they don't burn up is they have shielding. MCCs are pretty big already, if they had to carry everything possible then they'd start getting on to carrier size or bigger.

DICE has nothing to do with this game at all. Whoever or wherever you got that information is wrong. There are a few ex-DICE devs working for CCP along with a few others. And it's a PS3 exclusive, so being the bane of PS2 doesn't really matter sin...

Also, cost and ease of use. Cry Engine 3 is pretty expensive to license for one. If it were blizzard or some other game company that can crap out millions of dollars with no issues then fine. CCP is pretty independent for one, and two their assets...

They went with carbon originally when they started it for PC, however decided to use Unreal and go to consoles instead. Unreal 4 is coming out so they may update it to that if it's possible.
