Add a district cap per corp and open up a new region. Remove ringers from PC. Sit back, watch powerblocks split apart to deal with the inrush of 90% of the Dust population who wants to play the game, sounds good to me.

Also keeping things on track, the RDVs have way too much ehp, seriously wtf they need to pop easier like in the pre chromosome build. I want more mid air explosions damnit, the one thing I really hate is the fact the RDV has more ehp than the tank...
