Not exactly. EVE bombardments on DUST PC districts could be countered with other EVE forces. I think there is currently more EVE ties within DUST than most realize. *Modified first post due to response above.

I think it would help balance PC if EVE ships were able to destroy clone reinforcements from orbit AT ANY TIME; DUST may work in a 1 hour window but EVE does not. Now this EVE bombardment would not affect the current clone count for the bombarded ...
