It's deployable. Hold R2 to bring up your weapon selection, choose the nanohive. R1 to throw it on the ground. Standing on it or in its area of effect (variable between classes, 4m for militia [from memory]) will resupply the ammo of any friendlies.

I played with it for a little bit, but it's a tricky thing to experiment with without allies on the enemy team. Too much going on in a live match. Didn't really work anything out and put it on the "corp battle for research purposes" pile for later.
