If I recall, it resets on Wednesdays for the weekly leaderboard, and the 1st and last day of the month for monthly ones. So far, it's Tuesday and it's the 10th of the month.

From a technological standpoint, I think they are. But from a technical standpoint for gameplay, they're not. The server only sees them as sidearms and nothing more.
