I wonder aloud if the players you went up against were located a along way away from the server they were playing in. When I experience the effect you describe, it's typically from a player from Europe or Asia playing on the America servers.

On your last fit (proto gal scout), I think you have one dampener too many..... Or at least I wouldn't pull that triple dampened suit out until you think you're being exposed. Just wasting too many HP chasing a marginal advantage that's not always...

I think there's a lot of wisdom in this post, but you forgot to include the inherent speed (and regen) advantage the scout has when shield tanking. At least that's why I use them -- to be able to move quickly from point to point as needed, and us...
