CCP hasn't changed the Shotgun in months except for a few minor fixes, its the combination of the Cloak + Shotgun that is making the weapon look powerful. In this case its the Suit + Cloak Combined with the Shotgun. But the Shotgun itself is not OP.

Its gotten to the point where I just wish I could buy all the Cloaks from the Market and keep them away from all the scrubs. Scout + Cloak is far too common right now, it doesn't take a genius to notice that this is the new FOTM.
