More like just a few million. Heavy is the lowest SP class. its like 200k for adv suit, 650k for proto hmg, 1mil for shield extenders. Thats it there is a decent HMG class right there. Basic plate in the low with an armor rep and your set.

This is all subjective but imo you dont need armor reppers with the logi passive bonus. You definitely don't need armor upgrades anywhere over Lvl 3. It gives you like 45hp bonus at V, not worth 600kSP tbh. Only need core upgrades at II to unlock ...

More WP = More SP. Certain boosters increase the amount of SP you get at the end of the game, others increase your passive SP accrual rate. In order to call in a precision strike, you need to be squadleader and get something like 2450WP. Not sure...
