Someone else also ran into this recently. Try relogging first to see if that clears it up. Otherwise, there was a known bug a while back which Passive Boosters gave negative SP. Send in a support ticket and CCP will fix it for you.

One more thing you might want to try to do. Try relogging. A couple of others noticed they had negative SP until they relogged and that fixed it. If not, then yep, support ticket time.
