Better idea for fixing the shotgun, I just realized- adding more pellets will only worsen hit detection, as the game has to make a calculation for each individual pellet, so instead, keep pellets constant, but increase the damage by the equivalent...

Heavies just need really low rotation speed so that they are vulnerable to attacks from behind, and i think they'll be balanced, along with being slightly slower than they are now.
