I'm in favor of a stamina-only penalty. The armor plates aren't heavy, but they're uncomfortable to run in. How about this: 15% penalty for basic, 20% for enhanced and 30% for complex.

Don't forget combiner mechs made out of vehicles. How about this: Tanks for feet, dropships as legs, another tank as a torso, 2 dropships each for arms, pairs of LAVs for pincer hands, and an LAV for a head. LOL.
