Zatara is an old PC player who has seen it all. His work with Teamplayers and ERA/DNS was invaluable to our cause and if he brings half the effort he put in to those ventures, he will be the hardest working PM on the Council.

One vote per person. A WP(Not skill point) minimum threshold would make the most sense. Justifiable in its similarities to the age restriction on voting seen in many modern democracies. 500,000 seems like a reasonable cutoff. Maybe lower, but not ...
