All guaranteeing the home team has the local server advantage does is let everyone know who is going to get terrible lag during the match. I wouldn't consider it a solution at all. If they consider that a solution they would be better of splitting...

by the way the TAC rifles weakness is CQC (as long as a player isn't using a turbo modded controller). This is mainly due to poor hit detection against strafing characters. Relying on high dmg single hits is highly unreliable in cqc at this time.
