The Viziam is cheap on both Isk and fitting requirements. Not as good as the assault, but if it allows you to fit one more proto module, I'd say it's worth it.

With new rifles on the horizon, I'd save your SP for the time being. The role of the Tac will likely be best fulfilled by the Rail Rifle. You don't want to be gimped when the rebalance comes.
