The Assault Rifle, as the most balanced set of weapons in the game it is at the moment the weakest. I would like to change the effect of its proficiency instead of 5% per level to Shield's I would try changing that to 5% raw damage per level. Yes?

Not necessarily true most player have their proto suits carry them so even a maxed out Sp militia or standard suits in squads can lose to a Academy Player. I know I did. Better to have the option than not anyways.

I would like to increase base damage to 40 at militia and have the AR do 60 damage to Shield's and 40% damage to Armor at the same time.(p.s. increase structure to 100points) Ideas?
