Actually it would probably take 1 month. You get SP about the same speed as you do in EVE passively, so you can still get plenty of SP as you go for the casuals.

The pay to talk is basically renting out a teamspeak user that you can organize in dunno how people keep confusing that. As for characters i'm pretty sure CCP isn't going to add more slots because EVE hasn't gained more in a whole decade.
