I don't think this is a bug, instead of reloading like most weapons, when the rifle is out of ammo it automatically charges, which reloads your magazine. This feature opens up options for the Merc.

Why weren't you playing? The rounds only last 10-15 minutes if you've got something to do, to that instead. Be happy there's no friendly fire and your not loosing your suits. BTW CCP more content may result in less people wanting to afk farm SP's...
