True. They're concentrated in a handful of systems and each one would have to have maximum district density.
Considering this, I'm inclined to say not likely. |

That area is essentially a sandbox for GMs to muck around in. CCP can easily create another off limits region. Or a wormhole sector without wormholes.
I wonder if they are going to pull another Black Rise:
http://wiki.eveonline.com/en/wiki/Black_Rise
EVE Wiki wrote:Black Rise is a frontier region of the Caldari State, and the latest area of space to be colonized by them. Previously, the region was classed as an inexplicable black void, believed to be without mass or dimension. There were attempts by both the Federation and the Caldari during the Gallente-Caldari War to establish travel routes through Black Rise to try and outflank their foe, but all such endeavours failed. Ignored for the most part, it was only recently colonized in secret by a coalition of like-minded Caldari megacorporations, despite the poorly-misunderstood stellar phenomena that plague the somewhat unexplored region. In YC 110, the eruption of the Empyrean War forced the State to reveal the region to CONCORD, and wartorn Black Rise is now a key front between Federation and Caldari forces.
So, there is precedent for a whole region being suddenly tacked on.
Looking at the 3D and 2D maps I can get my hands on, it looks like there is sufficient space in the center of the various factions to insert a small region, perhaps belonging to CONCORD in between Sinq Laison, Heimatar, The Citadel, and Domain.
CCP probably wouldn't do it, but the space is there. If they do insert a lowsec region there , I propose that it be called "Pirate Paradise" because it would be a full-time gankfest. |

I will save you some effort, because I am a nice guy and all, no planets outside the FW regions even have districts on them, so no need to go looking. :P
And now, time to wander off into the sunset!
I've highlighted the important bits
If you'll check Dotlan, neither of the two faction warfare fronts have any Genesis systems in them.
http://evemaps.dotlan.net/map/Caldari_VS_Gallente#region
http://evemaps.dotlan.net/map/Amarr_VS_Minmatar#region
filtered for region for your convenience
Being minmatar, I just naturally assumed that one of the two minmatar regions in the warzone would have the "first region" for Districts. Metropolis has more space in the warzone than Heimatar so it would make sense to me that of the two, Metropolis would be more likely. |

We are looking for one region with enough lowsec temperate worlds that are not in FW systems:

I'll fix it. Well if you really want to get into it, at least one planet is going to have 5 districts and at least one is going to have 24. So if you want to find the maximum its
(250-24)/5 + 1 = 46.2 and then you have to round down, so 46 max.
For the minimum it'd be
(250-5)/24 + 1 = 11.2 and you'd have to round up, so 12 min.
But who's keeping track? Plus there's not even going to be 250 districts, but around 250 districts. I'm just having fun. |

I assume by this you mean no planets in lowsec outside the FW regions, since Gallente hisec is full of them.
My relatives keep asking about fighting in Sinq Laison because they see districts when they do Planetary Interaction:

Even so, I appreciate the hint that the districts we are looking for might not be deployed yet.

I can't imagine it being in any faction space because this would affect the standing of EvE ships supporting Planetary Conquest.
I also think the Amarr thing is a big red-herring to throw us off. It's just obvious that they don't care about our clones.
I think it'll be a case of us finding our own unoccupied/non-faction region and trying to forge our own clone empire.
Another Black Rise situation is possible but CCP have already done that, so maybe disinclined to repeat themselves.
It makes sense that this space will also need to be adjacent to a large area of nullsec, since the plan is eventually to expand PC into 0.0 space too. |

I still think as mercs we should get together, comandeer a titan (perhaps the one over Caldari Prime), then we crash it into the surface. We then hack the jump bridge drive of the titan and jump the planet it is attached to to another system nearby. Then we can basically have it as a hostage planet or use it to threaten to eliminate any other planet in jump range. |

I'm still waiting for Heth to lose the head completely, pushing the DD button and ******* Caldari Prime for good, then we can have our civil war, stop looking like ******* fascists and go back to just being over capitalistic, all while having Heth executed and Ishukone on the power. Sounds like a plan. |

You could be right. The problem is that lowsec is all "empire" (faction space). So it would have to be in a faction or a new region.
It would be cool to see CONCORD "discover" a region near Genesis that links the four empires. |

I think Lonetrek only has 11 or 12 temperate planets in lowsec. It could be done, but they'd have to max out the districts on each one.
