The dev's Planetary Conquest thread has gotten mind-bogglingly huge, so I wanted to start a separate thread to handle just our theories about which region will host the initial wave of PC.
Resources: Ombey's 2D EVE Maps- http://www.ombeve.co.uk Dotlan's EVE Maps- http://evemaps.dotlan.net
Mind you, this is all WILD SPECULATION, but we have a couple of guidelines from the devblog, wiki, and accompanying thread.
Criteria:
- One Region
- Roughly 250 Districts (Planets: Min. 11, Max 62)
- Low-Security Space
- Non-FW (Faction Warfare) Systems
- Maximum Distance for Moving Clones is 7 Jumps
Genolution Stations: Beren Hurin noted that Genolution has stations in a number of different (non-Jovian) regions
- Aridia
- Genesis
- Heimatar
- Lonetrek
- Metropolis
- Placid
- Tash-Murkon
- The Bleak Lands
- The Citadel
- The Forge
We don't know that a Genolution station is a prerequisite, nor do we know that CCP won't add a station somewhere, but there is a high likelihood that the starting region will either contain or be adjacent to these regions.

Yes.
That means that the odds are probably Aridia or Genesis. I'm gonna throw down for Genesis. |

Okay... Assuming that we are talking Genesis. The question then becomes will they only open up the contiguous lowsec regions or will we be able to control to either side of hisec space? For non-EVErs, lowsec is 0.4 down to 0.1 with hisec from 0.5 up to 1.0. Nullsec is 0.0 and below.
http://evemaps.dotlan.net/map/Genesis#sec
Looking at the constellation map there are some constellations that have lowsec "landlocked" behind hisec, specifically Mih, Nazdirer, and Ashela. Of course, one of these (Ashela) contains the Genolution stations. This suggests that either (a) we can cross hisec, or (b) only Genolution gets to do so.
These two possibilities lead to interesting questions for corporations looking to plan a strategy.
For instance, a corp that wants a nice, safe district (relatively speaking) will want to have as few planets nearby as possible. Some people would therefore assume that a system like Canard would be ideal, seeing how it's in the dead-end EVE constellation (near the system "Dead End", incidentally). However, three jumps away is the Exit system, which has four temperate planets. So the EVE constellation actually has more than twice as many temperate worlds as the Ashela constellation.
As such, the EVE constellation is more likely better for larger corps that are looking to expand rapidly. Similarly, the Aven constellation, which has six worlds and is only a hop-skip-and-a-jump from two other lowsec constellations and on the doorstep of hisec.
If we are able to conquer planets in landlocked systems, I expect that the fiercest fighting will be for the "safest" planet- Vecamia VIII. This is a single temperate world with no other temperates in lowsec closer than FIVE jumps. As such, whomever conquers it will be very unlikely to lose it- remember that clone loss table in the wiki?
Five jumps is 0% survival without a research lab- only 40% with one. |

I suppose, although security status is ultimately determined by CONCORD, so I'm not sure that any unrest in the factions would affect it. I mean, take a look at the Solitude region. It is a pocket of Gallente hisec that you can only access by going through criminal-owned nullsec or Amarr losec. |

I wonder if they are going to pull another Black Rise:
http://wiki.eveonline.com/en/wiki/Black_Rise
EVE Wiki wrote:Black Rise is a frontier region of the Caldari State, and the latest area of space to be colonized by them. Previously, the region was classed as an inexplicable black void, believed to be without mass or dimension. There were attempts by both the Federation and the Caldari during the Gallente-Caldari War to establish travel routes through Black Rise to try and outflank their foe, but all such endeavours failed. Ignored for the most part, it was only recently colonized in secret by a coalition of like-minded Caldari megacorporations, despite the poorly-misunderstood stellar phenomena that plague the somewhat unexplored region. In YC 110, the eruption of the Empyrean War forced the State to reveal the region to CONCORD, and wartorn Black Rise is now a key front between Federation and Caldari forces.
So, there is precedent for a whole region being suddenly tacked on.
Looking at the 3D and 2D maps I can get my hands on, it looks like there is sufficient space in the center of the various factions to insert a small region, perhaps belonging to CONCORD in between Sinq Laison, Heimatar, The Citadel, and Domain.
CCP probably wouldn't do it, but the space is there. If they do insert a lowsec region there , I propose that it be called "Pirate Paradise" because it would be a full-time gankfest. |

I also think the Amarr thing is a big red-herring to throw us off. It's just obvious that they don't care about our clones.
I think it'll be a case of us finding our own unoccupied/non-faction region and trying to forge our own clone empire.
Another Black Rise situation is possible but CCP have already done that, so maybe disinclined to repeat themselves.
It makes sense that this space will also need to be adjacent to a large area of nullsec, since the plan is eventually to expand PC into 0.0 space too.
You could be right. The problem is that lowsec is all "empire" (faction space). So it would have to be in a faction or a new region.
It would be cool to see CONCORD "discover" a region near Genesis that links the four empires. |

Personally based on Lore, and recent events, I would say somewhere in Amarr or Khanid lowsec. Out of sheer curiosity if based on recent events why not something up in Caldari/Gallente space?
The only G/C regions that fit the criteria (that we've been given) are Sinq, Lonetrek, and The Forge. The others have too much FW and not enough non-FW lowsec. Lonetrek and The Forge have the minimum number of lowsec temperates, Sinq has a few more, but still it'd be tight. The appropriate Caldari regions are also fairly remote from the Amarr and Minmatar.
Mind you, I'd be happy to have it be Sinq. That's where most of my toons live. The problem is that it would require Roden to listen to Kyraella Idama and that's never gonna happen.
That sends us back into Amarr/Minmatar space.
In Minnie space, only Molden Heath has enough non-FW temperates and it's in the rump end of nowhere.
In terms of Amarr space- Genesis is the best fit overall, followed by Aridia, Derelik, and Khanid. Those last three are too remote from the other empires to make a good test bed, though.
So, unless the plan is to stick the mercs so far out that only corps friendly to one faction can get OBs, the region has to be Genesis (~40 planets) or Sinq Laison (~15 planets). Or it could be in "Pirate Paradise" with a Genolution station in "Bojopolis".
BTW, if it IS Sinq, where should I send the big hobbit foot slippers for you to wear during videocasts? |

Actually, looking at the map, Domain is probably the second best-connected region after Sinq Laison. It just lacks a direct link to Minmatar space.

Besides, I doubt that the "First Region" was a huge secret. I think it was more of a "they'll figure it out eventually and if not, we will tell them before the expansion" kind of thing.
Heck, it's probably been on Sisi since mid-January and the devs have been running an office pool to see how long it would take us to find it. Some cynical son-of-a-kitten probably just won a month's supply of beer.

The fun thing about districts, changing which region is active is awesome easy. Takes one line to make active or deactive a region. Great for testing.
Oh, I don't doubt that you could change it in a heartbeat. There are other considerations, though. From an open beta standpoint, Molden Heath is almost perfect for player testing. As much as I hate the fact that it's in the middle of nowhere, it really is ideal.
Any of the other regions wouldn't work as well. Indeed, several of the regions that had enough non-FW lowsec don't have it anymore on Sisi. It's all been turned into FW space. That leaves only a handful of lowsec regions without FW.

However, that would require there to be a point to doing so.
We were going to get the region announcement in a couple weeks anyway- a month, tops (May 6).
Giving us a couple extra weeks to stew in our own juices and ruminate about the optimal strategy doesn't take anything away from the devs' goal of testing PC on a small scale. Indeed, it just makes the initial land grab more reflective of the later strategies people will use instead of forcing them to be all random about it. Having us know in advance just makes their testing easier.

SUUURE it does. Keep telling yourself that, Wolf.
The Jove theory holds water like a sieve. |

Yes. I can't remember the systems off the top of my head, but when I was first bopping around I went to some lowsec systems that are marked as non-FW on Dotlan, but were FW on Sisi.
I had this "EUREKA!" moment when I found them and then I realized that they had the FW panels in the HUD.
So after that, I had to be careful to look for the FW panel to make sure I hadn't blundered into an expanded FW system. |

I will try to remember. I'm a bit loath to recreate my several hundred system romp from yesterday to retrace my steps.
Honestly, it's entirely possible that I just got confused by the way that Dotlan shows FW. I don't really know the layout of Minmatar space well, so things that look non-FW on a map might be on TQ (and Sisi).
Edit: I did a quick bop into Minnie space to try and remember. What're those 36 mercs in Amo doing there? It's a 0.5, so it's not FW.
Oh, it was just an instant. They told me in Local. |

Changing which region is active is awesome easy eh? A friend of mine say's this about it. "Yes, I'm aware that it's "Super easy" to change which region is active ... but all the other regions with Districts are Faction Warfare (on sisi, not TQ) so in order to switch the PC Region they would have to Build Districts (not super easy) in another Non FW Region before they made the switch." basicly claiming you have not even bothered to build the districts anywhere else? hurm i wonder.....
CCP_FoxFour's damage control aside, they probably do have an internal map for the districts in other regions. CCP seems to like procedurally generating the universe, so it's not hard for them to spit out the settings for all if the districts in the game and then set a Boolean operator to "off" by default.
Then it is literally a matter of just telling the server to turn that single bit on or off.
There are other regions that could work, it would probably just mess with their testing plans as Molden Heath was probably selected based on a whole set of criteria. |

It's Molden Heath.
No mention of me, though. |
