The PC Masterrace Wiki has some good builds: https://www.reddit.com/r/PCMasterRace/wiki/builds
If you go for the Next Gen Crusher you should be fine and be able to play Legion-Not-Legion. Now of course the list is for when you want to build the PC yourself. But you can also take a parts list and go with that to a shop, ask them what they can do and if they can build it for you. Will be more expensive, but saves you the hassle with building it yourself (if you don't want to build it yourself of course). This sure beats most prebuilts when it comes to performance, as many of them are often limited by a single part.
Prices may also vary depending on your country.

There aren't many great options on that list but this is the best of the bunch (that's not saying much).
Unfortunately with the pre-built market, most builders go balls-to-the-wall with the CPU (because it's the thing the most non PC people recognize) and then skimp out on the rest. The i7-4790 is a top tier CPU from the (only very recently) last generation of CPUs, but the GTX 760 is a low-mid tier GPU from the well-and-truly last generation of GPUs.
As a very general rule of thumb, to get a good match your GPU will end up costing about 50% more than your CPU. eg. an i5-4690 is $215, and that matches very well with a GTX 970 which is $330. By 'matches very well' I mean that they'll bottleneck at around the same time.
If you want to go for a pre-built, choose a builder that lets you customize your build. You can then pick a system with a CPU that suits your budget and change the inevitably s**t GPU to something more appropriate.

Something like this:

Their price did not account for the price of the SSD so add a bit there and if you really are intent on spendg your full budget just toss in a second 980 ti and SLI them. |

You have a very large budget and will be able to do quite well with it, but not from the supplier - they are overpriced. A few of us on the discord are going to work out a list of good pre-built systems from different parts of the world and for different budgets so we'll make a post in GD when we've got something.

Alright this one is probably what you're after. It's a very well specced system with everything matching well and good brands all around. The only thing that maybe isn't OK is the PSU (630W Bronze might be pushing it for the i7 + 390x) but as long as you don't go too nuts on the overclock you'll be fine.
I went a fair bit under your budget because you'll want to get a 4K monitor, a good mechanical keyboard and a mouse, and some nice headphones and a mic + shipping for everything.
I don't know enough about 4K monitors to give good advice but reviews are easy to find.
Kinda the same with mechanical keyboards except I've used some Duckey ones and they've been good.
I really like my Logitech G500 mouse but a mouse is a very personal decision.
With your budget try to avoid 'gaming' headsets, get a good pair of headphones (there's some very nice ones by Audio Technica) and a separate mic. Again reviews are your friend.
Hope this helped, you're going to have a beast of a machine!

A 630W bronze CPU is REALLY pushing it for 4790K + 390x. I definitely wouldn't advise it.
Don't get a 4K monitor for a 2K EUR build, I would suggest a 1440p 144Hz (1ms GTG) monitor at that price range. 4K looks nice, but your framerates won't bet that great (30 fps max) with a single 390x. If you're planning to be playing shooters, a 144Hz monitor will be much more beneficial for something fast paced like a FPS.
If you pass on a pre-built, all you have to do for your region is make sure you get a 240V power supply. From there, just be sure you have the proper adapter for your region's outlets. For a build in your price range, I wouldn't get anything less than an 750-800W Gold-rated PSU.
EDIT: Forgot to mention, a 4790K is completely overpriced for a rig that will only be used for gaming. A high-end i5 is recommended for anyone that isn't just building something for the sake of spending a bunch of money. |

Ah OK I just assumed you were starting from scratch. As a system, that's great... but for the price, not so much.
http://de.pcpartpicker.com/p/xLVN3C
That set of parts costs pretty much the same but it has: - an extra GPU - an extra 1TB of storage - a much better PSU - a better motherboard
So you can see how the system you linked is very bad value, as are all of the top-end systems on that ebay.
If you are happy to pay a 500 euro premium to go with that seller, then go for it.

If the budget didn't include a monitor, get what Shaun suggested. If the budged did include a monitor, I made some adjustments here that include a 1440p 144Hz monitor for ~70 EUR over budget. A bit more than the requested price, but I'm using the exact monitor right now and it is well worth the price. |

Just a caveat I thought of while looking at parts. If OP isn't in a huge hurry to get his PC, it might be a good idea to wait until later this year for the next generation of GPUs. AMD will almost certainly be releasing their newest line this year, and nVidia is very likely to, as well. It is almost always better to wait on a new line of GPUs unless you are working with an extremely tight budget. Every line usually has offerings for all price points, and usually aren't much of a price increase compared to their last-generation counterparts.
AMD's Zen line is also on the horizon, but even as much of a Team Red fanboy as I am, it's risky to bet on going all-in on it. Still a consideration, though. |

In my honest opinion I would say build your own. It seems to be a daunting task to some people so they spend the extra money to not do it, but it's really simple and there's a lot of videos that will show you how to pick your parts and how to put it together and get your OS running and all that good stuff. I built my first about 3 years ago and it exactly meets The Divisions recommended settings. It only cost me $1200 and afternoon & evening of watching vids and putting it together.
I feel like it's better to save the money, build it myself and splurge w/ the money I saved on getting better parts.
I understand that some people don't want to spend the time to do it though so to each his own, just my opinion. |

If you need a PC "now" and you are looking to save money on a video card I suggest the Nvidia 960. The next step up is the 970 which I use and I love but is more expensive. My son uses the 960 which works fine for all his games which consist of a massive Steam Library along with Titan-fall and Star Wars Battlefront. Its a great card. The 980 is more expensive with maybe a 10%-20% increase over the 970. Every PC gamer will debate this. You coudl also wait for the next big holiday sales.
I use Nvidia because of the stability of the drivers which are highly important on a PC and part of life as a PC gamer. I use an i7 because I play with the UR4 because I like to tinker and I like high end graphics and need the power. My rig is all set for VR.
Newegg.com is a great place for pricing in North America. In all reality for a great PC your looking at 1k. I suggest a good guild or a good online community to help which has already been suggested/. I would also suggest Windows 10 and 16gbs of memory. I personally like Asrock mother boards, i7 CPU, 16gbs of gskill memory, Nvidia video cards. one SSD drive for the system then a 7200 1tb drive for data, corsair power supply, and a cooler master ATX case.
I would start here and ask questions.
https://www.reddit.com/r/pcmasterrace/
http://www.tomshardware.com/
If you are looking to join Eve Online I would reach out to Eve University http://www.eveuniversity.org/
As a new PC gamer I suggest getting into Steam.

Ok, just to make things clear, a i3 6100 with a gtx 750ti is the equivalent of a ps4, i have this system as a budget gaming pc, if you want proof then youtube it in videos comparing it side by side with ps4 in cross platform games like witcher 3, battlefield, assasins creed, fallout 4 etc. Anything above this system will be more than enough for any game in full 1080p which is ps4's highest possible resolution. For 4k you will need an i5 such as i5 6500 skylake with a gtx 970 at least for decent 4k framerate, but 4k is complete overkill, 1440p is more than enough and alot sharper than 1080p, a i5 with a gtx 970 will give good 1440p gameplay, however even 1440p can be considered too much when 1080p is brilliant and the most common among pc gamers right now, not to mention it is what current console players are gaming at. As for ram get 8gb which is the gaming sweet spot, make sure it is a set of two 4gb sticks in dual channel, the power supply needs to be a trusted brand and 500w WILL be enough with a Intel cpu and Nividea Graphics card, only AMD needs more as their power output is always higher and less efficient. Storage can be as much as you want, a nice option is to have a SSD as a boot drive to store your windows operating system and a second HDD with 1TB of space or more if you desire. I will say it is far better and cheaper to buy the parts and build it yourself, it is as easy as putting lego together and there are plenty of youtube videos to show you how to do it. A 7 year old can do it. I use pc part picker to get a build together, best thing out there if you build it yourself. Otherwise use pc specialist, they will build it for you. Hell, i would build it for you if i lived near you bro :)

I'm going to be using this website newegg.com to pick the parts needed for me to build a gaming PC. A friend of mine used this site a few years back to build an awesome gaming PC for Eve and he only spent around 700 to 800 bucks I think.
