What's up you pale, lifeless clones.
I've got a problem. I need help with numbers for an Amarr and Minmatar tank.
I know for a fact that some of the members of the community have put more thought into than I have so if you have better numbers, have input or concerns about the linked Excel Spreadsheet please post it.
Let's keep this constructive because this very well may benefit all of us.

Right now it's easy to read plain and simple. I don't like clutter.
Tell me what you think about this and I also need some help with the CPU of the Amarr tank.
The formula I used to make these stats included taking the difference between the Assault (because of the same slot layout) classes both within the race and compared to each other to make the base line stats then I took the weight of each module of the fittings that would likely go on the tank and adjusted it from there.
Minmatar HAV: What I had in mind for the Minmatar HAV is an adaptive hit and run type HAV that fits with the adaptive Minmatar philosophy of balancing Shield and armor with Speed. That being said, the Minmatar HAV has an unusual trait of having the ideal slot layout for a shield tank but less shield HP than armor. You could also choose to "Glass cannon the fit" and armor tank it because it sports an initial 1935 armor to play around with.
Amarr HAV: Need the most help with this one. There's not much to say about this one. It's going to be a behemoth when it comes to soaking up damage. Even so much so that I don't want to add the Amarr tank into the game until we've looked at Hardeners but rest assured. The Amarr HAV will be a force to rekon with one way or the other.

If we were to have Minmatar Artillery and AutoCannon turrets as well as Amarr Beam and Pulse Laser turrets what stats do you imagine having them as?
In addition to that if you only had to choose one turret for each of the two listed races which one would you prefer?

A tank that can't escape, but goes in to a bastion mode. Coordinated AV focusing on the weakpoint would take it down.

Except it doesn't have the CPU to run the hardeners.
All the PG in the world doesn't matter when you only need to run one plate.

Have it be turtle slow and you have to rely on your brawn to survive.

Doubt that CCP would design a tank to be that vulnerable. Maybe if it were a shield tank...(oops)

Descriptions are pretty much what I was thinking for the tanks. I don't do maths so staying away from numbers.
The Min tank should rely more on shield hardeners for rapid strikes and the Cal tank should get it's regen up. Therefore, amin would rush around the field while Cal would keep back and move around in wide patrols. To help stop redline railing let's nerf the optimal range of rails amd promote more of the missile turret style of play. Likewise, though rails shouldn't be so good at CQ vs. missiles without mounting a module to reduce spool up. Nerf the three shot feature of the rail back down to partial damage.
The Amarr tank would trade speed for armor hardener defensivness. So, it should be slow and benefit from constant patrolling around perimeters to avoid alpha strikes rather than using rapid in and out strikes. Likewise, the Gal tank should be more reliant on reppers and be changed to benefit from in and out strikes.
Artillery cannon should be high alpha, but have arced trajectory to balance and one shot RoF. Therefore, it could be used up close, but not reload so fast as to alpha another tank to death with one shot kills. Autocannon would be like the blaster is now, but with bigger despersion and the blaster would get nerfed with a slower RoF and buffed with tighter despersion and a higher damage per shot.
Beam turret would be long range and crap out at about two seconds of fire. Pulse would be like a scrambler rifle for a tank with single shot, but reload after so many shots and overheat after about ten shots or so.
I would still like to see tanks get inherent bonuses to avoid racial turret cross over OPness. The rail on a Gal tank shouldn't be of more benefit than on a Cal tank. Likewise, a laser turret shouldn't end up benefitting another racial tank more than an Amarr tank.
I'm getting sick of unintended consequences of weapons in general working out better on off-race suits and vehicles and wither become too OP when used in combo with off-race or just too weak on same race items.
Vehicles don't really need a role based (previously "advanced") version rather than carry the bonuses on the standard versions.
Choice of turrets would be autocannon and pulse.
CCP logic GÇô We fix what doesn't need breaking.

I'll probably never drive a tank but I'll sure as hell be running away from one.
Running away from a Minmatar tank I'd want to be thinking 'Wow where did that come from?', 'We could probably take it out if it wasn't able to get behind cover to rep up so quickly', 'Damn those artys hit like a truck, lucky they won't be firing another round for while.' and 'Geeze those autocannons just tear through infantry'
Running away from an Amarr tank I'd want to be thinking 'Welp looks like that part of the map is off limits till we can organize a bunch of AV' and 'heh at least I can actually outrun it'

If so, that tank would never leave the redline. If it does, it would take a few shots from another tank, blow it up and go back to the redline. Rinse and repeat.

Tanks are not in a good place right now (2 viable armour fits, hardener is a must), so I don't think adding more of the same will help
Can we set up tanks as follows
High HP Low Repair/regen Very slow acceleration Slightly lower top speed
And hopefully this can be programmed

Base armor is a tad too high for minhav.
Madrugar already handles like a cathedral on wheels, making the amarr worse than that = why bother.
Min turret should be twin barrel rapid fire, with the ability to aim high enough to be AA.
Lascannon! I have an old post on amarr turretry somewhere. I want a badazz magna beam large. Smalls can be pulse.

Iv said it before armour hardeners should soak up damage to a point were they run out. The more damage they take the quicker the hardeners go out that way if half my team change to av they can make quick work of that tank plus the tank will know when to leave that area
I have the simplest tastes. I am always satisfied with the best.

Both new tanks have less overall CPU/PG for some reason? Balance it out with their "brothers" AM - GA / MN - CA.
Minmatar have too long shield delays for hit-and-run, proposal; 5 sec recharge delay - 10 sec depleted delay.
For turrets use Minmatar AutoCannon and Amarr Heavy Laser Beam. Amarr are ranged, Minmatar are CQC hit-and-run like you said.
I see a bright future in these tanks' lives, but will they be new hull designs or reskins of existing models?
