IMO, Caldari should be a pain in the ass to deal with just because you can't actually make them dead because of recovery rate.

They are meant to take cover, and now it is near impossible unless at max RR range. (In which case their weapon will likely not damage you enough to give you the need to duck behind cover.
Cover also reveals a good bit of head.

Scramblers vs shields are a joke. Also by that I mean I laugh when I shoot shielded suits.

Damage threshold is honestly the way to go IMO. The shield Regulator Mod should also help play into increasing your threshold.
Shield Tankers (inf) should be running a combination of extenders, regulators, and boosters. Current shield meta, is extenders with plates that don't restrict too much mobility. |

Just had an idea.
Shield transporter, like a rep tool but very quickly moves your shield to a friendly target. Bonuses and higher tiers could add a multiplyer, such as: shields given = 2x shields lost, for example.
So you could quickly regen a friendly's shields, then retreat to regen your own. High personal recharge would be a must.
Imagine if we had corps that choose to field either a shield doctrine or an armour doctrine. |

This is an easy one. HELLS NO! On a Calmando it is 8 SECONDS. So even if the threshold is put into place, I need to wait for 8 seconds before I start getting my shields back?

The whole Shields have less HP than Armour thing comes from EVE and just like in EVE, we have regen mods, repair mods etc...
However we are missing two key factors from EVE that helps keep shields and armour fairly balanced.
Resistance mods, (In EVE shields generally achieve higher resists compared to armour in exchange for less raw HP and less of a speed penalty, if any)

Resistance modules are unnecessary at the moment. It's a cool concept but right now it'd just throw a pipewrench into balancing. People would just stack resistance modules against the weapons designed against their defense (armor/shields) and let the passive resistances handle the rest.
I understand what you are saying for sure but I feel you are missing another aspect of logistics, repairing while under fire - tanking the damage as it comes in.
A repair tool / the logistics class isn't just about patching up after a battle, its about extending your HP pool and what ever other things you can do as much as possible during battles too. How many times has a good logi kept a good heavy just barely alive enough during multiple fights to destroy everything else in its path...
