I don't know why they added it in the first place really. Shields are already weak this penalty just makes shields even worse, because its reducing the regen on these suits. sooo
First nerf the lolscr
fix the threshold in which shields can be stopped from regening
remove the shield extender penalty
a minor buff to energizers and (I forgot )
But I don't want to see a buff to shield extender hp amount shields are meant to be weaker than armor but rep faster.

Perhaps energizers / rechargers could do with a buff. I don't agree that shields are bad though. |

The delay penalty of shield extenders does feel like a punch in the mouth considering the LOL-worthy amounts of HP a extender provides. Either increase the HP offered by the extender, and keep the penalty OR half the delay penalty and keep the HP as is.
I can't speak on rechargers. Are they really that bad?

I concur that cal shields are OK HP wise but the energisers need an overhaul. But the lolscr doesn't need a nerf it needs to be more racially tied on the heat build up. For instance on a cal you should have the speed and shield regen against a slow armour tanked amarrian rather then a gal scout wielding it without penalty. But alas we all know what a strange little tool called the bolt pistolcan be ....give the cal more recent but buff the amarrian speed ...sic ... |

I agree and disagree at the same time.
By the way I'm mostly calsent. Running sentinel and assault are like night and day, so a lot of the standard problems you soak up on cal assault and logis don't apply to the sentinel. Especially with the changes to the AHMG.
I'm actually right on the border of advocating the removal of shield recharge delay entirely on caldari and minmatar suits. Mostly because of a few issues between shield and armor tanking.
I do run both armor and shield suits so the disparity between the two is real but I think that a few minor, but solid changes could fix most of the problems. Combine this with the lack of a shield logi (we aren't getting one) and the fact that the scrambler rifles have been buffed to compete in a meta dominated by armor and the problem comes together.
I have a few ideas, and removing the extender penalty is one of them. But I don't think the 6% proto extender penalty is going to fix the problem.
Your mileage may vary.
By the way, if you try to drive other players from the debate who will be affected by any meta change this thread will die untouched by devs. It will be written off as an echo chamber.
I would prefer to see at least one thread become useful to the community as a whole on the topic.

Essentially, shields have lower HP and thus would remain terribad at sustaining fire for long periods, but great at peek-a-boo skirmishing and flanking.
No changes to the Minmatar dropsuits. They have demonstrated how effective they are with their hybrid tank + high mobility style.

The reason I consider it is because caldari have the best shield regen values. The matari dropsuits will fall instantly back into line if inertia is introduced or strafe speed is universally dropped back to chromosome level speeds.
The wiggle glitch is the only thing keeping minmatar suits as "best in class." If rattati rips the bandaid off that problem solves itself.
But the reason I consider removing delay is because shields have shallower HP pools by as much as 40% reduction compared to armor even with full extender racks. I'm pretty sure my calsent caps out at 70% in shields of an amsent or galsents armor.
Add to this passive armor reps have no delay and rep through incoming fire.
Now some nerd is going to dive facefirst on this crying OP. But even a calsent running 80 recovery/sec might last three seconds under sustained fire. This advantage is rapidly eliminated by scram DPS running at 700-ish. slightly longer vs. Plasma weapons.
But since the odds of shields getting a rep tool run somewhere between "no" and "in accordance with prophecy..."
It might be the answer, even if we change nothing else.

At the present time there really wasn't a good reason to add in a penalty yet. "because armor has a penalty" was pretty much the mentality at the time.
This communities vindictiveness on play styles other then their own is a major hindrance to addressing the real issues.

I've been running a CalAssault almost exclusively for the past few weeks and while I do see room for improvement, the shield extender penalty definitely isn't the main issue.
I generally run a C/1 with two regulators, a recharger and an ARR. As long as you stay close to cover the suit can stand up to almost anything. I especially enjoy being effective against HMG Sents because I can kite them easily and regen way faster than they do. (A notable exception being a CalSent. Always carry fluxes!)
In my opinion ScRs and AScRs are the things that stop shield tanking from being a thing. ScRs are powerful enough to be used effectively against armor suits. Shield tankers take 50% more damage from ScRs than armor tankers. Try making that work. |

They have demonstrated how effective they are with their hybrid tank + high mobility style. Reasonable changes that fit Caldari shield tech lore - i think we have enough evidence that shields need some added viability. Focusing on refraction time buffs & recharge rate allow us to avaid the damage that hp inflation would inflict on past balancing efforts.
Not comfortable with your assessment of Minmatar dropsuits: agree that in a practical sense they are strong now, it's only a coincidence - if fps were increased such that the game could keep up with minsault & scouts the suit would be revealed as the weakest of the bunch. Again. It's a sad state of affairs when a suit's tank depends on the game engine's defects.
So if Minmatar base speed ever gets nerfed or if frame rate increases, Minmatar will need some of that shield buff too. It's as much a natural fit for their fighting style as it is for the Caldari's tech superiority.
Lastly, want to see what Rattati does with the SR before seriously getting on the shield buff tour bus.

I mostly shield tank, and I think the penalty actually does shield tankers more good than harm. The shield suits have a lower depleted recharge delay than armor suits, thus the penalty doesn't add as much time to the delay.
The penalty actually hurts armor suits more because of their already extremely long shield recharge delays, and poor shield tank ceiling to prevent depleted shields. So taking away the penalty will actually make shield tanking on armor suits more viable and help armor suits more.
Also, increasing the amount of HP shield extenders will buff shield tanking for both shield suits and armor suits, I'm sure the goal is to bring shield suits in line with armor suits.
I say if anything is to be changed, all shield suits should receive -20% recharge and depleted recharge delay, and maybe increase it for the armor suits so the disparity is better felt for the proper roles.
And if shield extenders must be changed, they should cost more cpu and less pg for better fitting capability on pg starved shield tank fits and worse fitting capability on armor tank fits

Caldari Suit honestly need something better than that. The Caldari may be the "favorite" race, but they are treated like the red headed step child.
I say that bonus you just listed PLUS increased base armor. Add a better Assault bonus, like perhaps 10% to clip size of all rail weaponry.
