Because it still doesn't address that armor>shields. The armor/shield imbalance is one of the single biggest obstacles we have had with weapon balance. Breaking YOUR weapon to help YOU does nothing to it. Even putting such a ridiculous statement into this thread almost guarantees it will be ignored by devs.

Less recoil while ADS? Yes. Less recoil while hipfiring? No. Then CalAss and RR will be the new FOTM. We want to stop FOTMs not create new ones.
Also Caldari are supposed to have the lowest armor HP. Lower than the Minmatar so Caldari armor is good. Also Caldari armor and Gallente shields mirror each other (if you have both skills at equal) so buffing Caldari armor means a buff to Galente Shields.

This ideal is a huge misconception that needs to be cleared up. I really don't think the Cal and Gal should be balanced as mirror images of one another, they are enemies yes but that doesn't have to shoe horn them into these kinds of balance issues.
The Caldari are more like are the shield tanking equivalents of the Amarr than the Gallente.
