As an end user, I would love it. Makes a lot of common sense, doesn't it?
I suspect, though Rattati could never admit it, that the ones at CCP controlling the purse strings, have mandated that work on DUST should be focused on action items that generate interest and revenue going forward in perpetuity.
My own personal speculation.

Depends what's fixed.
I think streamlining map design and player movement would be well worth it.
For example:
- Being able to hurdle over waist-height railings.
- If they made it so my character never had another seizure while moving or aiming on uneven terrain. I really hate that.
- Smoothing out all the terrain. Trust me, it sucks for new players to see someone run up a hill, try to follow, run into numerous invisible dead ends, start jumping, run out of stamina, see their 1 CM jump height, feel useless, then get killed in the back by protostompers. Let everyone run up hills!
- Better visual distinction of what can be walked up. Like above, if a player can't run over something, give some sort of visual cue. Most of the non-traversable terrain in Dust looks completely traversable, compounding the problem.
- LAV's should be way less clunky.
- Nerf camera shake. Make it shake less. Or make it proportional to fall height, so 1 CM drops don't move your reticle. Or make it only shake when you do the sprint-jump. In any case, I really want the jump-seizures to stop.
I'd be 100% down for this type of streamlining.
Who cares what some sniper has to say.

I don't see it happening though. The reality is Dust 514 does not offer enough content to generate consistent, steady profit on it's own merit. Every patch must have something that drives aurum sales. Without aurum sales CCP cannot justify keeping Dust 514 online.

That plays to the free to play mentality well, but I will pose a question to you.
If the games shooting and core mechanics are not optimized and streamlined will anybody new to the game put up with it?
The answer is no. The amount of weapons and gear doesn't play as big a role as you might think, other shooters have like CoD and battlefield have just as much content maybe even less in a way. I have said this a lot, how the game play as an FPS doesn't compare to its competitors.
Dust will not retain players because noobs will just think the controls and core shooter mechanics suck. All the shiny officer and aur gear and weapons will not compensate for poorly designed core mechanics.
It's like building a house, you don't start with walls and roofing, you start with the foundation.
If you can't read in between the lines, then what makes you think you can write?
