Interesting. Though all of the scouts experienced a rise in use around the beginning of November, the mk.0 appears to be the only suit experiencing sustained usage while the rest experienced a decline between the beginning of November and now.

After all these changes and hotfixes, people went back from scouts to assaults.
Cal/Gal assaulting/killing aspect fell down comparing to what it used to be. That's why Mk.0 is used more.
Also i'm not surprised with amarr scout. I known it won't be as popular as caldari when it comes to scanning.

If that is the case, the Mk.0 seems to pass the test with flying colors. I can think of a few possibilities as to what's driving the sustainability of the Scout Mk.0.
It could be that it is technically the fastest scout suit in the game and that players like to get to the action as soon as possible and are probably not patient enough to wait for a vehicle to get called in to take them. Their speed is perfect for getting to objectives fast and getting out fast along with dodging most shots coming at them which makes up for the lack of EWAR. It might also be that they are the only suits that can enable a player to OHK a heavy suit with just nova knives but that would be highly unlikely given how difficult it is to wield the knives without dying too much.
I have been seeing a lot of Minscouts lately since last November. The funny thing is that these suits are nowhere near being OP. In fact, a lot of players regard the Minscouts as hard-mode suits that only dedicated players who enjoy a challenge would use. And with the lowest CPU/PG compared to other suits, I'm not really 100% sure what's causing this sustainability.

The funny thing about sales data is that it doesn't just determine how popular something is but also how fast that products needs to be replenished. The Mk.0's sales rate going up could not only mean that it is getting more popular but also that it is being killed faster so people have to buy more of them more often.
I know that the scout scout I kill most is the Minmatar Scout and that a high rate of those kills are proto.

That wouldn't really make sense for the Scout Mk.0 especially after the EWAR rebalancing. Minscouts have to fit more dampeners and possibly a cloak to get close enough without getting detected. They are essentially the squishiest suits to wear. Most militia-level weapons can overtake the Minscout no problem.

That's a good way to look at it. Didn't think of that. But then that only leads to more questions. Why are they continuously having to replenish it at this rate? Surely if a suit is not surviving as often as one would hope then most people would simply stop using that suit and use something else. Unless you're a masochist like me, using a suit that gets wrecked more often than most seems insane.

That still doesn't explain how the Minscout is able to have a sustained use after November. If the cloak nerf is what's behind the decline, why isn't the Minscout following the same pattern?

I'll tell you why from my perspective :
1. NK fixes. They have now better range and detection.
2. Scan changes. Focused scanner with 5sec scan is very rarely a problem if it ever is. Amarr scout won't scan **** past 18m. And 2 damps are enough to pass their scans [with cloak].
3. Minja have enough fitting spcace to fit : 3x enhanced shield extenders and everything else can be proto and complex. Literally everything.
4. Everyone likes that hacking bonus.

After EWAR rebalanicng minja is as unscanable as every other scout. 2 damps + kincat and you're good to go. Scouts are squishy for other suits, but also other suits are squishy for us. For eg i take out sentiniels and assaults as fast as scouts. Cuz knives, speed, dampen you know.

Anyways chances are that people got better at fighting Minmatar Scouts just as there was a wave of people that came trying to reap some of the benefits of the suit. So what you have is a growing population of people that are getting killed faster than ever before because people learn how to counter familiar threats. The new influx of people are simply using the suit because they got killed by Minmatar Scouts before and thought, "wow that suit must be so good I couldn't even hit it! I have to skill into it!". Then they did and now they own low tier players but get absolutely destroyed by veterans.
At least that is my theory. It's based on me seeing A LOT of bad proto Minmatar Scouts and killing them in embarrassingly easy ways. They are scrubs. So obviously there is an influx of inexperienced players to Minmatar Scouts. They most likely aren't comfortable with low HP so they make up for it by using proto Mk.0s even when they don't have the skills to use them effectively.

To me the causes of these results are simple : - Succesive nerfs pushed FOTM chasers out of scouts for assaults. - The huge nerf to scan abilities of the scouts (range divided by 2 for decent scan) plus the ridiculous scan range reduction when you're cloaked make skillless people unable to get decent results with scouts, so noobs also stop using scouts - Minja is the funniest suit, because knifing, running and hacking super fast is fun. Moreover a super hacking fit can win you the game. - As scouts ewar got nerfed, the lack of ewar skills for the minja isn't the huge disadvantage it was before in most games (it can still be super annoying when facing true good scouts and pro scanners) - Minjas tend to die more than other scouts

Tell that to my Minja.
The only problem with that is I have no Minja. I have a Caldari scout with knives, we really need a name for each race's knifer.

Here is a list of systems that Dust players are located in.
Ana, Marthia, Kothe, Soshin, Saikanen, Autama, Jolia, Adacyne, Halle, Egbonbet, Javrendei, Kasrasi, Mesokel, Etav, Gosalav, Charra, Sahdil, Paye, Iro, Mimen, Tidacha, Dihra, Mastakomon, Vouskiaho, Vahunomi, Purjola, Usi, Inoue, Oshaima, Vuorrassi, Atai, Croleur, Ney, Dodenvale, Estene, Uphene, Odixie, Torvi, Ommare, Klaevik, Eldjaerin, Geffur, Dantbeinn, Amo, Freatlidur, Sist, Rokofur, Offugen

Using evemaps.dotlan.net as a reference, these systems fall into the following regions.
Domain, Tash-Murkon, Kador, The Forge, The Citadel, Lonetrek, Sinq Laison, Placid, Everyshore, Metropolis, Heimatar, Derelik, Essence, and Devoid.
That is exactly 14 regions total. Yes, I checked every one of those systems in the list.

Unfortunately, the graphs posted by the OP are only covering one region. CCP, Chribba, and anyone who can put together excellent graphs using the CREST API would be the ones to be able to provide the proper graphs we're looking for.

Do these include sales from the LP store? I know that some scouts are missing, but it may be useful to know that all my Scout MK.0's come from the LP store. If this isn't taken into account, the data may be inaccurate. Heck, the data is probably skewed due to the missing suits in the LP store anyway.
