If you are not willing to go that far you can complain to the other members of the CPM; peer pressure is a tool the council uses to balance itself out and make aware to that member he/she is doing something unacceptable. This was exercised in CPM 0 to great extent on myself.

Also as Patrick said if the rules were more strictly enforced more of the forum warriors would be banned than usual.
