Long winded personal observations, opinions, thoughts, and feelings. You've been warned.
I feel the Gallente Assault isn't worth playing anymore and the Gallente Logi isn't performing as well as the other Logis (IMO). The recent change of Active Scanners to being team-wide is great but WP rewards aren't being given out unless it's a squad kill. For that reason, I flicker back and forth between the Gal Logi because it's certainly better to support my team when my Assault doesn't feel up to par either.
Before I respecced, I played Gallente Commando as well but between it and the Assault it was like trying to fit a square through a circle hole. Assault had better fitting capability/diversity but it's bonus is kinda useless (dispersion reduction on maybe three weapons in the game). Commando on the other hand was slow, bulky, and while the bonuses felt good it just wasn't enough to outweigh the usefulness of grenades (especially for AV), speed, and versatility in the fitting.
I've been playing the CQC game since Uprising 1.0 (May 14, 2013) and ever since 1.8 I've felt like I've been completely pushed out of the game as far as viability. It was argued that HMGs should be the king in CQC... Fair enough, but that left the quandary of what was supposed to counter it - hence, heavy spam. Which is okay, people will go with what's the most competitive edge and they'll do it en masse. Cloaks were implemented and to counter the heavy spam, CQC Cloaky Scouts rose to power. This isn't even mentioning the surge in Rail Rifle and Combat Rifle use since 1.7. All that together felt like a big bag of bricks dumped onto my playstyle.
All-in-all, I kinda feel like every trick I have in my play book is out of commission or simply just not as viable anymore. KDR comparison-wise, I had a 4.0+ KDR back in Closed Beta which sank down to 2.85 KDR today and that isn't getting better. The best games I've had were filled with Academy fodder who were still in their militia/starter suits; which isn't fun for me. It's not challenging, whereas on the opposite end of the spectrum I feel like I'm hitting a brick wall. Be it an inability to ever see cloaked scouts (even with a Gal Logi), the defensive/offensive power of a heavy, or the range of rail rifles and their popularity.
Frustrating is an understatement when this sort of theme has gone on since March; weighing the decision of trying to adapt by aligning my SP investments toward the current meta (FotM) or sticking with my guns (which I've done for nine months) and staying perpetually angry at the current state of the game. This was one of the primary reasons why I went on hiatus for several months. All in all, I miss having legitimate gun-fights where the bickering was mostly about shield vs armor tanking and the playstyles there-in.
So, I'm sort of an impasse and I want to hear what you guys think. What should -I- do? Do I fall in with the current meta and maybe find enjoyment with that or should I continue to wait until changes are made at the risk of further frustration?

The answer to your question depends on your resolve and need to play the game.
I run a Minja, which was insanely difficult to run between 1.0 and 1.8, so I know what you are going through.
For me, I found I couldn't play another play style, or suit even. Its just who I was.
This resulted in much frustration throughout all the months that the Devs said "Hugs are coming." Month after freaking month.
I will say this. Rattati moves much faster, and much more sanely than the previous Devs did.
I also think that going through the rough patches made me a better scout.
If you are able to stick with it, you will be better off. Be sure to take plenty of breaks, and don't let your frustration get too great. There were plenty of days where my whole outlook for a day was spoiled by not quitting soon enough. If you can find an alternative role to cleanse your palate so to speak and have some fun, all the better.

Breach AR is the CQC king.
Gal assault is a great platform (if you just disregard the bonus).
That your KDR is going down is a sign of game balance, not that you suck.

It's not -THAT- great of a platform though. The fitting reduction on weapons is decent I suppose but compared to the Gallente Logi, the fitting reduction pales. Gal Logi does move a bit slower, has some lighter defense, but it has more fitting capability (CPU/PG), better fitting reduction overall, and more slots to play with (with the exception of the sidearm). There's also a pretty solid support for parring off the Logi's HP/speed values with the Assaults in some of the discussions I've seen and if that happens I'll have no reason at all to run Assault.
I'll take your advice though and see if I have any better luck with the Breach AR.
EDIT: in response to your Protip bit, I use that playstyle because it's honestly what I'm good with >_<;

I would wait a little to respec, let the patch settle in, and the metagame to stabilize a bit.
Assaults are getting some kind of EWAR buff in the future, probably to scan profile, as seen in this thread: https://forums.dust514.com/default.aspx?g=posts&t=180032&find=unread
I am respecing too, going back into assaults, keeping my gal scout.

My Minmatar Assault i found has problems being a fully racial fit- namely the projectile profile change.
my solution: Ion Pistol/CR.
Maybe your solution would be to fit a Magsex and your usual primary.
Or: go full standard suits in each match and just go absolutely insane with different fittings.(mine right now is a Minja fitted with 2 blue bottles 2 red, run about and punch all the things.

Use a profile dampener. I know gallente kinda needs all 5 low slots to even be competitive, but try it out if you haven't. I stopped dying because I can hide behind a wall and no one bothers with me.
I also skilled into mass driver and shotgun to counter other scouts with my assault. I run minmatar with 470 shields and 300 armor...two complex regulators. Also got my bolt pistol up there and can one-shot scouts from range.
Honestly, I stopped using a light weapon on my logi and have been sticking with the bolt pistol as the main weapon I use and love every second of it. Take a few shots with a bolt pistol, finish them off with a shotgun, mass driver, or HMG if they try to get close. Most of the time they expect you to be an easy kill when really it's just a trap.

Do the blueberry challenge Im thinking about getting a respec BUT instead of dumping my points back in immediately im gonna be a blueberry for a bit. ill spend about 3-5 mil sp initially but after that ill spend as little sp i can to get to the point of being "comfortable". Ill also cap sp spending to probably 1million per day.

I use a fitting with two complex profile dampeners. The issue is that it doesn't have enough durability to survive engagements and Scouts/some scanners can still find me with ease.

As a general rule I think you should always stick to the role that is the most fun to you. After all, this is still a game. There is no point in playing a role that you dislike just because it is the FOTM.
And yes, it seems there are some larger EWAR changes coming in the not so far future.

Saw that. As if the Gal Logi honestly needed another nerf. Those changes are just Scout stealth buffs.
As far the x2 Damps? Nah. Scout with level 5 skills has 32db Precision (Amarr: 27db // Gallente: 28db). Gallente Assault with x2 Complex Damps only lands about 30db Profile, if I remember correctly. So, any Amarr/Gallente Scout or any Scout that cares to fit a Precision Enhancement will still beat you on the EWAR.
Which also means that -any- Prototype Scanner can still beat you and I -think- any Advanced Scanner on a Gal Logi can beat you.

Yeah. A lot of people say to use vanilla armor plates with repair modules but the Commando is slow (and defensible) enough as it is. The hybrid Reactives fit the suit well enough without making it stupidly slow while still providing the best of both worlds in HP and Recovery.
Damage mods are obligatory on a role that is all about damage with a racial philosophy that is all about damage. That and there's legitimately nothing else you can put in that slot that compliments armor tanking.
The toss up though is that AV use is bollocks. Plasma Cannon is powerful when it hits but it doesn't scare off tanks or ADS like the Swarms/Forge does. The lack of AV grenades is totally botch for that role as well, considering that the Plasma Cannon is -technically- a CQC AV option by comparison but you're almost dependent on the secondary light weapon and increased weapon damage that the commando offers. Nanohives are mandatory.
The assault, as far as AV goes, is glass-cannon to other vehicles. ADS using missiles (because that's all they use, let's face it) makes for a stupidly challenging fight and tanks just need to get lucky or engage from range and maneuver around your shots, staying out of AV Grenade range. That and you're 100% boned if someone comes up on you and you're forced to use your sidearm.

I tend to fit my commando like your CQC fitting, my assault as a CQC mover (all ferrowscale plates and damage mods + breach AR) and my gal logi, as its only level 1 I fit with a plasma cannon, 3 sets of proxies ( std, adv, proto) and AV grenades.
I do have the added bonus of using many different suits though, each played to its strengths.

Aeon believe it or not I'm feeling the same but mostly because the heavy spam is on the rise. It's becoming less fun to play murder gorilla because I see nothing but scouts and other gorillas.
We have two more balance iterations before gallente assaults regain their brawler utility. Scouts need toning back and heavies need to be evicted from CQC to open the field to assaults. It's not fun taking an assault into objective points because you're going to find heavies and get shredded.
The long ranges are dominated by rail rifles and the gallente and amarr assaults are becoming more a niche fit with the shield assaults.
I would recommend doing what I am doing now that my cores are maxed. I am focusing on all of the dropsuit class skills so that when my favorite fits no longer have utility or they get nerfed too hard I have multiple fallbacks instead of being forced to follow FOTM.
EVE Online is what you get when engineers attempt to create "fun" without consulting someone who comprehends the word.

All of them. Im not bothering with equipment skills because playing logi usually annoys me.
But I'm branching out. The new SP enhancements mean I can chill and grind out more options than playing nothing but fat.
The quafe suits have been a hell of a motivation to branch out a little.
I still hate galscouts because they look dumb.

The game has changed a lot during our time here Aeon. Remember back in ANON when everyone and their mums were running AR`s and then the TAC ar`s. How times have changed.
These days I find I seem to only be able to get stuff done with my Dragonfly BPO scout with KLA plasma cannon. I do better with my cheap, disposable, no tank speed cannon than I can do with almost any other setup I have going. [Proto or otherwise]
I wont say that I have ever had the best aim but over time I have learnt that I just find it very hard and frustrating to stay on target and aim with rifles. (A problem I did not have back in beta / chrome). However aim assist seems to make sure people hit me even when I am strafing.
What ever man, its a game and I know I'm decidedly average but still, my plasma cannon scout is my workhorse. Stick to your role, find ways to make it work. Alternatively try something a little oddball and see how that treats you.
I just find it funny that after 46 million sp and nearly 2 years of playing this game, I am right back to where I first started this game when I bought the merc pack. Dragonfly Gallente Scout.

I ran commando back when the STD frame had zero slots and 3/4 of the HP it has currently, but I ran it because it was my play style. It was my suit. Viable or not, it's what I do. So I do get what you're on about, although you could say that from my perspective things have gotten a lot better since 1.0. Anyway, point being is that with Rattati running the show I have genuine confidence that all play styles will be made not only viable, but more importantly fun. The assault frames are not in a great place in general at the moment, as you are probably well aware, and the bonuses definitely need another pass. My feeling is that this is a Known Issue and will be looked at very soon, so stick to your guns and bide your time.
Also, as a gal commando enthusiast, breach AR/PLC is the most fun in a heav frame you can have. Honest :)

The stuff Rattati proposed is just the first step and I am 100% sure that he wants to establish balance. Though, he is not God and that is why he is asking for feedback and I actually like his way of approaching things instead of working on something secretly without ever asking for feedback.

As far the x2 Damps? Nah. Scout with level 5 skills has 32db Precision (Amarr: 27db // Gallente: 28db). Gallente Assault with x2 Complex Damps only lands about 30db Profile, if I remember correctly. So, any Amarr/Gallente Scout or any Scout that cares to fit a Precision Enhancement will still beat you on the EWAR.
Which also means that -any- Prototype Scanner can still beat you and I -think- any Advanced Scanner on a Gal Logi can beat you. Do you even EWAR? Assault with 2x complex damps = 26db It beats: Gal Scout + 0x precision = 32db Cal/Min Scout + 1x precision = 29db PRO active scanner = 28db Gal Logi + ADV active scanner = 27db Amarr Scout + 0x precision = 27db --- The stuff Rattati proposed is just the first step and I am 100% sure that he wants to establish balance. Though, he is not God and that is why he is asking for feedback and I actually like his way of approaching things instead of working on something secretly without ever asking for feedback.

Asking for feedback is one thing, sure - but we've already got changes in the work for Tuesday's balance hotfix that had no previous discussion (something I'm working on right now). Which, is to say that the Focused Active Scanner is being nerfed; something I -totally- disagree with because I don't really hear people saying that the Focused Active Scanner is OP. Damn thing has some major drawbacks for it's powerful precision.

You could try something with a light assault flavor like a tanked gal scout or min assault. Both can be fitted to perform well in the cqc role, have a decent degree of flexibility and have speed and/or ewar advantages. The breach AR was mentioned earlier and I'll second that recommendation. It melts heavies on the outside edge of HMG optimal and downs scouts quickly if you can get on target. It seems like the cqc brawler gal commando/assault really excels in set piece battles, but you need a squad around you to cover your range, mobility and ewar limitations.
