Hipfiring more than 15 shots causes your weapon to be uncontrollable if you hipfire an entire magazine you *will* be looking straight at the skybox - this is utter insanity, every infantry weapon should be serviceable with or without a bonus this is an excessive heavyhanded overnerf of a weapon because it 'seemed' to be performing a bit better than someone would like it in cqc.
Quadrupled kick values are bad.

These changes essentially turn the rail rifle from a 'mainline' infantry weapon into a specialist weapon akin to the laser or massdriver. They're overdone.

Welcome to (the opposite version of) the world AR users have been living in, except we can't bust out a long range sidearm to help with our weakness.
The RR should be as bad at hipfiring as the AR is at long range. No more do-everything, I-can-blast-away-from-range-all-day-but-I'm-fine when-I-get-rushed.

I don't have nor do I ever want to have SP invested in assault rifles on this character, they are not caldari weapons. Thanks for trying though, the solution to an overnerf isn't 'abandon the weapon completely and use something else', that's called FOTM chasing.
I don't want the rail rifle to be a 'hipfire beast', I want it to perform as it should - as a racial service rifle, not as a specialist weapon. In order to do that I needs to be 'useable' in hipfire and cqc, it doesn't need to be the best at it.

It isn't bad.
You just want a weapon that hits hard and has excellent range, while maintaining CQC Viability.
You can't have the best of both worlds.
You want CQC viability? Go for an AR or CR.
You want long range? Go RR or ScR.
You can no longer have both. Get over it.

My AR isn't usable at all at the range where you set up shop and get your kills, so I'm delighted that you have to pull out your sidearm in CQC. Seems balanced to me.
I do think you should have an alternative rail rifle though. Hopefully they'll nerf the ARR 's range and buff its handling to provide a more versatile RR. |

The RR base weapon honestly needs to be re-thought a bit period. It's too hard to balance by simply nerfiing it...some fundamental changes need to be made to not make it be a niche weapon akin to LR.

Since RR was put in the game it always been FOTM
And laser rifle is great weapon, I think the best for range duels, but there is one thing, that makes it useless for aim-assist boys - LR doesn't have "bullet magnetism" and rail rifle have insane magnetism effect

The difference is that if an AR or CR (or shotgun, etc.) user is faced with incoming RR fire, he simply gets into cover and usually survives.
Yet with the new RR hipfire, there is no counter except a sidearm and roughly half (or less) the DPS, and he usually dies. There is no place to hide.
I'm not sure that's balance, but it does appear to me what we have now.
No biggie to me, really, as I've gone back to the BrAR (over my old gun, the ARR) well before the hotfix this week and I only used the RR to kill people at the edge of its range (where it reigns supreme), but man, oh, man, that gun is gimped in CQC now to almost unwinable levels....and it still dominates at range.
I hope it brings the usage statistics (and K/S) in line, because I shudder to think what's next with the RR. |

They've been FOTM because they are overly flexible. Nerfing the weapon as a whole does indeed make them less flexible by nerfing CQC which is good, but it also nerfs the long range application, which is bad. As Jaysyn said, there needs to be a fundimental rethinking of how the weapon works in general so it performs poorly in CQC, but awesome at range.
As for Laser Rifle, it doesn't have any recoil. At all. So "Yeah! RR is now just like the LR! WOOT! Well except for the fact that the RR has so much recoil you can't actually keep it on target like the LR but yeah! Balance!" *facepalm*
