The difference is that if an AR or CR (or shotgun, etc.) user is faced with incoming RR fire, he simply gets into cover and usually survives.
Yet with the new RR hipfire, there is no counter except a sidearm and roughly half (or less) the DPS, and he usually dies. There is no place to hide.
I'm not sure that's balance, but it does appear to me what we have now.
No biggie to me, really, as I've gone back to the BrAR (over my old gun, the ARR) well before the hotfix this week and I only used the RR to kill people at the edge of its range (where it reigns supreme), but man, oh, man, that gun is gimped in CQC now to almost unwinable levels....and it still dominates at range.
I hope it brings the usage statistics (and K/S) in line, because I shudder to think what's next with the RR. |

IMO, RRs were FoTM because they were the most powerful weapon when the last respec happened (i.e. when the AR was king). Since then, they have been lackluster in CQC the entire time when compared to all other weapons save the LR, and while they lead in pubs in terms of usage they've been 3rd or 4th among light weapons in PC the entire time. |

Long range performance of the RR and ARR was not changed, but the ARR got slightly increased damage and clip size.
The concerns are almost all with hipfire kick, and from my testing this evening the ARR seems even more uncontrollable than the RR due to the random and side to side nature of the kick. |

Blame Rattati, I certainly didn't ask for charge time to double and more than I asked for the hipfire kick to quadruple. I simply didn't think the 4x nerf was warranted and expressed that opinion.
I think your scalpel versus butcher knife comment applies here. The ARR is in a pretty good place, and the RR needs some more work.
