We all know that multiple buffs and nerfs at the same time ofthen leads to breakage. Hence the old TAC AR buff, then the nerf, Flaylock etc, etc...
I am very much against the idea of removing an equiment slot, the whole idea of having the ability to move unseen and placing an uplink "behind enemy lines" is for me the ultimate of scouty team effort. I do however think that the current scout suit should be toned down a notch, And yes, I'm a scout myself, exclusively.
So I suggest:
Change the cloak fitting skill bonus from 15% per level to 10% per level.
This is in fact not such a small change as you might think. In actual numbers we're talking about an increase in fitting cost of:
Basic : 40 CPU 8,75 PG Enhanced : 57,75 CPU 12,25 PG Proto: : 82,5 CPU 17,5 PG
This will definately weaken the scout suits, you can still pop up unseen and do all the good old fashioned backstabbery stuff, with a shotgun if you like. But it will cost you more to have that ability. You might have to use lower tier health modules/weaponry or indeed swap a module out for a CPU or PG enhancer, dependant on your fit naturally.
Ewar moduels are still very cheap to fit you know....
I think its wrong that the scout suits have the highest speed, best pasive E-war, the ability to be cloaked (cheaply) and IMO too much HP all at the same time. This I think will nerf the scout suits somewhat without completely breaking them....

+1 Cloack is definitely too cheap to fit, I would even go for a 5% per level

if you really think that cloak is making scouts op just remove that damn bonus from scouts, or just delete the cloak altogether or give it to all suits, I don't care about it anymore.
scout community was waiting so long for some piece of equipment and when it finally came out it came out broken as hell (you can actually see people using cloaks..) and then got nerfed into the ground
what's the point of a basic or advanced cloak? whats the point of basic or advanced scouts if you can't even use your bonus??

The cloak and db are not the problem the problem is they don't have to pay for those advantages in any way sure they have lower ehp, but you don't get shot at as a scout unless you fail and if you do your smaller hit box/speed more than makes up for it. I would like to see them give them the hit box of med suits and make them side arm only that way they are less likely to insta gib you from range and can be killed effectively if caught.

I appreciate where you are coming from, but I disagree with the assessment.
I don't think the cloak, in and of itself, is the problem.
I think armor plates, and the ability of Gal scouts to use them most effectively of the scouts with less of a sacrifice may be an issue, particularly when they are also able to have that invisibility as well.
I also dislike being able to use weapons while still decloaking. I would like to add a bit of a delay, but the existence of the sprint bug is too significant a burden to be adding delayed action after decloak.
Considering how hard it is for newer scouts, which I think are the hardest role for a newbro to want to skill into, I think enhancing the fitting costs of a cloak is unnecessary at this point. Also there is the consideration that unless dampening is already skilled and being used, you just have a red chevron over your head while cloaked.
I would like to see several other changes happen first before I could get on board with this being a solution.

If this happens, I won't even be able to fit a basic cloak on my proto minmitar scout with max CPU/PG skills...no.
Not every scout has as much fitting room as the Ammar.
Also, Scouts are balanced, the only problem is people complaining about them every single minute of the day

I agree and I would say that the cloak bonus needs to go up and CPU/PG for scouts needs to go down. This^^^Cloak bonus should be 20% per level, so that the proto cloak can be used as a balancing factor.

It's not the cloak. It's the fact that we have innate lower dB just for being light frames, and our mediums wouldn't care to put on a few precision mods to spot them within their short range. Unless the scout is either Gallente or Caldari, you might have an easier time than you think.
Anyways, it's the first one that strikes that wins. Unless the scout has a shotgun and the heavy has a Burst HMG. |

Hinders too many scoutly roles.
When you have a light weapon on a scout vs a light weapon on a medium or heavy frame, the latter two will have the advantage, with the exception of maybe the medium frame and shotgun.
Scouts simply lack the HP, even as things stand, to go toe to toe with a heavier suit wielding the same weapon.

TL;DR
i saw we break scouts compleatly and nerf them into the ground so no one wants to play scout.. and then we rebuild scouts from the ground up so they cannot be the OP FOTM sonuvabitches that they are

Edit. in all seriousness.. we need to nerf PG cpu and slots on them.. make them a "lite" version of a heavy suit as it were.. very limited slots so they are forced to choose one direction of the 3 or 4 currently possable They were completely broken from 1.0 to 1.8
I think that is a long enough time for them to have been broken. That was 10 full months of irrelevance. Maybe you didn't live it, but I did.
There are better options.
Balance is good overall, and some tweeks can make it better. No need for rebooting this late in the game.

Split the class up. We're not going to get a pilot suit, so there's no need to have only scout as the second tier of light frame. It's too versatile, that's why people are crying about them. Split it to have one class with an assault focus, and the other with a more logi/ewar.

Scouts are perfectly fine. Except for caldari scouts. Messed up hibox and shield flares when a they get shotat but damage aint regestered
