I appreciate where you are coming from, but I disagree with the assessment.
I don't think the cloak, in and of itself, is the problem.
I think armor plates, and the ability of Gal scouts to use them most effectively of the scouts with less of a sacrifice may be an issue, particularly when they are also able to have that invisibility as well.
I also dislike being able to use weapons while still decloaking. I would like to add a bit of a delay, but the existence of the sprint bug is too significant a burden to be adding delayed action after decloak.
Considering how hard it is for newer scouts, which I think are the hardest role for a newbro to want to skill into, I think enhancing the fitting costs of a cloak is unnecessary at this point. Also there is the consideration that unless dampening is already skilled and being used, you just have a red chevron over your head while cloaked.
I would like to see several other changes happen first before I could get on board with this being a solution.

When you have a light weapon on a scout vs a light weapon on a medium or heavy frame, the latter two will have the advantage, with the exception of maybe the medium frame and shotgun.
Scouts simply lack the HP, even as things stand, to go toe to toe with a heavier suit wielding the same weapon.

I am very much against the idea of removing an equiment slot, the whole idea of having the ability to move unseen and placing an uplink "behind enemy lines" is for me the ultimate of scouty team effort. I do however think that the current scout suit should be toned down a notch, And yes, I'm a scout myself, exclusively.

Change the cloak fitting skill bonus from 15% per level to 10% per level.
This is in fact not such a small change as you might think. In actual numbers we're talking about an increase in fitting cost of:
Basic : 40 CPU 8,75 PG Enhanced : 57,75 CPU 12,25 PG Proto: : 82,5 CPU 17,5 PG
This will definately weaken the scout suits, you can still pop up unseen and do all the good old fashioned backstabbery stuff, with a shotgun if you like. But it will cost you more to have that ability. You might have to use lower tier health modules/weaponry or indeed swap a module out for a CPU or PG enhancer, dependant on your fit naturally.
Ewar moduels are still very cheap to fit you know....
I think its wrong that the scout suits have the highest speed, best pasive E-war, the ability to be cloaked (cheaply) and IMO too much HP all at the same time. This I think will nerf the scout suits somewhat without completely breaking them....
TL;DR i say we break scouts compleatly and nerf them into the ground so no one wants to play scout.. and then we rebuild scouts from the ground up so they cannot be the OP FOTM sonuvabitches that they are. Edit. in all seriousness.. we need to nerf PG cpu and slots on them.. make them a "lite" version of a heavy suit as it were.. very limited slots so they are forced to choose one direction of the 3 or 4 currently possable They were completely broken from 1.0 to 1.8
I think that is a long enough time for them to have been broken. That was 10 full months of irrelevance. Maybe you didn't live it, but I did.
There are better options.
Balance is good overall, and some tweeks can make it better. No need for rebooting this late in the game.
