Yeah you just listed the regular cloak. The covert ops cloak on a stealth bomber has no movement penalty and the "show up in local" thing what ya want to expect? The game tells you how many enemys are on the opposite site which is basically "local". Another thing is it doesnt has a targeting delay. The dust cloak got inspired by the covert ops cloak but for balancing reasons it wont last forever and you get a shimmer when moving.

Still misleading. Reactivation delay is as low as 5 seconds for CovOps recon ships like the Buzzard or 15 seconds for a stealth bomber, and stealth bombers have NO targeting delay. Even cloaky T3s have only a 5s targeting delay. Also, in EVE, 2500m is pretty much spitting distance.

When it comes down to it, In eve, you have a targeting delay, a speed penalty, and sensor penalty, and a recloaking penalty on most cloaks. Certain ships reduce these penalties in order to fulfill a role because they die the instant they are targeted (i.e. stealth bombers, covert ops frigates).
Oh also in eve, the second a ship uncloaks, it is visible on your "tacnet"

The cloak we have is a generalized cloak, so is the regular cloak in eve. Our cloak fits on everything, eve's cloak fits on everything.
Ok, so the instant you decloak in eve, you show up to everyone on-grid. Everyone.
Eve cloak has tons of drawbacks.
Dust cloak has not one drawback, not one.

Bad example.
Solar systems are massive and their are plenty of weapons that exceed 2500 m. The alpha damage from stealth ships can be enormous which is why stealth bombers are so feared.
Then there is that lock-on ability.
My only issue is that you should not be able to shoot while cloaked. The moment you switch to something else should mean you instantly become visible.
However, building in a delay before you can fire would be highly damaging to anybody who does not brick tank and/or does not have "elite" skills.
As things stand we have a lobby shooter where the most interesting thing is shooting people and/or earning wp. The cloak gives the scout the same opportunities as every other suit but within a narrow margin i.e. they should be the best at getting into position for flank, rear, and stealth attacks.
Once brick tanking is resolved the scout will not be the best at frontal assaults. |

Locking delay... could be brought into dust by introducing a slight delay to weapon swapping while decloaking. That has been argued back and forth quite a bit on here though already. |

Cloaks are all but impossible to fit reasonably on anything other than scouts, a class whose major skill bonus is a cloak fitting reduction.
As for cloaking bonused ships dying the instant they're targeted, what about force recon cruisers and black ops battleships, or a cloaky brawler proteus? Also, black ops battleships, once skilled appropriately, can move faster while cloaked than while not cloaked.
As for the cloaking skill for targeting delay reduction, I just started playing EVE less than a month ago- I wasn't aware that it was a skill that reduced the delay to 5s, I just read people discussing it on forums and I assumed it was an effect of the cloaky subsystem. My mistake. I'm not "lying through my teeth". However, I would argue that you have to discuss the modules with skill effects in play, because that's how they work in actual gameplay. There are no skill-based cloak bonuses in Dust.
You seem, well, rather butthurt and vitriolic over Dust cloaks... the fact that they never make you truly invisible really makes them not all that powerful. It's simply not hard to see and shoot a cloaked scout if they're in front of you, and if they're behind you you wouldn't have seen them without a cloak.

So, claoks aren't hard to see... well then why do we even need them in-game? Might as well just fit a dampner, they take less fitting and do pretty much the same thing right? So that is point 1 that you are full of crap on.
Point two, cloaks in eve all have major penalties attached to them. Stealth bombers pretty much insta-pop, black ops BS cost 5 times more than a normal BS and will loose to a normal BS every time, force recons are incredibly weak compared to combat recons, covops frigs are purely for scanning. Claosk in eve have penalties, dust cloaks have no penalties, this is 100% true.

In Dust: Even for someone who didn't spec into Caldari Scouts, if they see your shimmer, you're as good as dead. I have done this plenty of times in my Amarr scout and I was able to spot a few cloakies moving from as far as 100 meters. Unless you fully specced into the scout suit (and by fully I mean "level V" of the racial suit), the cloak will not fit well on the scout. I currently cross training back to the Minmatar scout and I'm at level 3 for that suit but even then the STD cloak takes up too much space. Caldari scouts can still see your chevron above your head if their passive scan picks you up even if your cloak is currently activated. I know because I have seen my brother spec into the Caldari scout and he was able to simply pin point invisible scouts standing still through a wall without even having to look at them. You also need 50% of the cloak reserves in order to activate it.

Cloaks help against snipers, tanks, and dropships. That's when I use mine. I routinely run uncloaked to prove to myself that I can. I still go 2.0+.
I regularly play my Min Commando alt and Cal Sentinel alt, and I have no problem seeing and shooting cloaked scouts. My damage-bonused combat rifle and mass driver shred right through them. If you can't deal with cloaked scouts, it means you're bad, not that cloaks are OP. Use your eyes!
Cloaks in Dust have no penalties?? That's 100% untrue. With maxed scout skills, which is completely inaccessible to a new or young player, even a basic cloak takes 40CPU and 9PG, which is about 25% of my STD scout's fitting resources, or about the same as a basic uplink. Without scout skills, it takes 160 CPU and 35 PG, which is more like 80% of my STD scout's fitting resources, or carrying three sets of advanced uplinks. If that's not a penalty, I don't know what is. Add in the fact that you're never actually invisible and I just don't see what you're so butthurt about. I usually don't say this, but get good.

They do have drawbacks and I just outlined them for you and the mechanics are there as proof for everyone to see. You denying that they have drawbacks is like Ken Ham denying to Bill Nye that the Earth is 4.4 billion years old.
