The CPM White Paper describes how the CPM operates, as well as the election process including candidate and voter eligibility. Anyone wanting to participate in the CPM process, whether by voting or standing as a candidate for the council is encouraged to read this document. The CPM White Paper can be found here.

Pretty much as expected and the 90 day minimum age for accounts coupled with a 60hr playtime on the account is a solid move. I'm assuming that the 60hr rule is spread over the three toons per account?

I look forward to learning about the actual voting mechanism (in game or Web based) and any promotion of the election itself by CCP in game in the Daily Reports of the Neocom.

Additionally, CCP reserves the right to exclude anyone from candidate eligibility.

I assume that would stand if CCP felt a candidate hadn't played enough time on the game to be considered.

Excellent read, this looks like a great governance structure to manage the CPM, voting system seems slightly open to abuse with multiple accounts but to be honest there likely isnt much anyone can do to stop those kinda things.

I also like that the 3 point framework that the CPM will be asked to operate under is clearly marked, showing that its not a 'holier than thou' position and one of a formal focus group.

My biggest fear is that certain fanbois get into this setup and dont have the social, experience, ethical or even educational background to get the most out of it and lord it over people with their CPM cape.

 Jus sayin.

I don't think 60hrs in 12 months is a smart move. It should be closer to election time with a smaller play time required. I really think it ought to include warpoints as well. So an account can't just be afk farmed.

Lastly, all stipulations for voters need to be put on the candidates as well.

I have just a couple of questions now I've thought on.

 1. Will there be in game method of confirming to the account holder they are eligible to vote?

 2. I assume that there will be a special election forum either here in chambers or in General Discussion for instance?

If you can just sit in your quarters and not fight for 60 hours then I agree there needs to be a WP requirement.

Depending how shortly the election begins, if the criteria has to be met before the election, it might be hard to game a number of alts to meet that criteria in time. And of course, you had to have them created ahead of time as well.

This should all be fairly well tied up with the passport requirement. They'll likely ask you to email/fax a copy of your passport.

That's a valid concern, Pyrex. My assesment is that the it won't take long for CCP, CPM1, and the player community to figure out who is not value added. It will be a pretty quick deduction for the CPM and CCP but the community will catch up pretty quick.

The CSMs on the EVE side have noted on more than one occaision that CSM members that are disruptive, provide minimal feedback, or push personal agendas are quickly sidelined. As for their personal interactions with the community or perhaps players in their alliance or corp...we have ways of sorting that out in the community.

I didn't catch that one on the first read through.

I don't know that it's about favorites so much as what constitues a "high profile players". It could be a top level PC slayer, Corp CEO, once the market is established well known trader / broker, or perhaps Alliance Chief that has strong links to EVE and Dust, video media star, or perhaps a well respected forum poster.

I am generally impressed with the detail of the document and the steps CCP is taking, however, little notes like "high profile players" should be clarified.

Could perhaps the some of the current CPM0 and prospective CPM1 candidates comment on this?

As a statement of intent, I have the intention, if elected, to collect feedback from anyone who can put together a coherent thought.

My inclination is that "high profile players" comment is intended to be a stand-in for the types of players CCP has previously described in EVE as being responsible for driving the playerbase. "Enablers" and "Instigators". Probably those who invest a lot of time into videos and articles and charts and graphs to really dig into the game further than the average merc. But really, that statement does clearly highlight the community as a whole, so it isn't excluding the advice of the average player.

CCP have always been big on the Enablers and Instigators in New Eden as being the leading members of the community and driving it forward.

yes there are those that make nice websites, charts, and videos but that doesnt always mean they are right with what they think or make their opinions more important. A player who has only played 1 hour could have an idea/opinion more helpful or important or valid than someone who has spent hours putting together a website. Both should be listened to equally, the way its worded suggest the high profile players should receive greater importance. these high profile players that CCP has not defined are part of the community, there was no need to list them separately unless they get special attention.

EDIT: some of the community is very dedicated to the game but dont always have the skills or equipment to put together videos, chats or other types of helpful material. They should should listened to just as much as those with the skills and material.
