Depending how shortly the election begins, if the criteria has to be met before the election, it might be hard to game a number of alts to meet that criteria in time. And of course, you had to have them created ahead of time as well.

This should all be fairly well tied up with the passport requirement. They'll likely ask you to email/fax a copy of your passport.

Could perhaps the some of the current CPM0 and prospective CPM1 candidates comment on this?
As a statement of intent, I have the intention, if elected, to collect feedback from anyone who can put together a coherent thought.
My inclination is that "high profile players" comment is intended to be a stand-in for the types of players CCP has previously described in EVE as being responsible for driving the playerbase. "Enablers" and "Instigators". Probably those who invest a lot of time into videos and articles and charts and graphs to really dig into the game further than the average merc. But really, that statement does clearly highlight the community as a whole, so it isn't excluding the advice of the average player.

Beren: Time commitment for CPM is huge. Both day-to-day and for such events. While I wouldn't assume attendance is necessarily mandatory (not all CSM get to go to all summits and events, for example), CPM hopefuls should expect to be able to set aside a lot of time for the job.
