Thats the point stupid....shuelds are supposed to regen faster. But if they had no delay, the eHP difference between shields and armor would be too little, shields would be superior.
Changing this now would require rebalancing shields vs armor entirely.
Shield regeneration bonus for Gallente Assault is about as useful as Sharpshooter for Nova Knives.

Consider this: In EVE, your only cover is range, once you get close, either you jam that person, or he can shoot at you. There are other factors like turret tracking, but lets assume that isn't there.
On the ground, you have cover. It fits better for an FPS.
Shield regeneration bonus for Gallente Assault is about as useful as Sharpshooter for Nova Knives.

Shield regenerating overtime consistently, like armor repair, would upset the balance. There wouldn't be a reason to run armor. You rep constantly, have no mobility penalty, and could just stack repair mods on the low slots. Sure you can use damage mods with the armor tanking but you can already be outran and flanked, as many of us often are, but now your enemy will regenerate those hits in a matter of seconds?
You know what that means? I can stack three damage mods(the highest amount for fitting efficiency) on my Gk.0, hit you with my weapon in CQC and you will have a better chance at escaping.
And we haven't even gotten to the BS math. Getting 20 Shields per second consistently? PFFT.

IF shields would regen while under fire then armor reps would require a masssive buff. Like 3-4 times more HP repped per sec. But then we would be allmost on the same lvl like COD where you recover your health within 3 secs.

Shield recharge values might have to be tweaked if they are too strong while under fire.

In other words, use infantry AV against a missile fitted gunnlogi with an active shield hardener and you will know exactly what fighting a drake/tengu is like |

if i remember correctly it was 2 hardeners in mids then large plates. then i think 3 x shield recharge rigs and then the lowslots was 4 shield relays i think (that increase recharge) its been a while since i used the drake the onloy thing they changes was dropping all the resist boosts to 4% from 5%. the drake was either tank or gank really but most folk just tanked it out to run missions. you had to be very very dumb to lose a drake in a lv4 lol

nah the idea was to be totally passive. your passive regen was the equivalent of a booster Estemel XL shield booster with the correct setup the only active modules was the 2 hardeners and you just changed them to suit the NPCs so Kin/therm for cal/gal, em/therm for amarr and exp and invul field for agel/minny
