Down here on the ground, Shields are regulated by Capacitors, these capacitors expend there energy in bursts to keep you safe.The capicators however are practically useless unitl they reach at least 70% charge, giving a burst regen. This differs from the Space craft which just use giant energy banks, the energy banks are fed by a generator which provides a constant current giving a passive regen.
In terms of gameplay, if we name each cycle or recharge a tick, each tick lasts a second, now if you get shot during that second during passive regen you can loose all of it. If you get shot during burst regen you don't loose any of the regen from that tick, therefore burst regen is more beneficial.
Unless your a Computer Scientist don't tell me how Game Mechanics Work.

No not capacitors as in like you get in EvE as in capacitors like the modern circutry component today. They take a lot of power to charge but expend it in incredibly fast bursts.
Capacitors in EvE are more equivalent to fuse than an actual capacitor, if you had actual capacitors determining what was run on your ship it would only work in short bursts half the bstuff on your ship just wouldn't work on actual capacitor.

That's overly ridiculous amount, depending on how its implememted, if we just meant each tick was instant you would be looking at collasal passive reps you would be better than armour at ganking.
If we did it the otherway and made thenreps lower by spreading it out to say 1hp per 60th of a second (lowest undetectable frequency) it would be like fighting a guy with a rep tool on him ALL THE TIME.
Whilemits interesting its too powerful for infantry warfare, unlike space, we have cover this makes it to easy to take advantage of such high rep speeds.

Also, equip 2 regulators, 1 or 2 energizer, and plenty of extenders and there's a good chance you'll never die. Thats still done with ticks, but you just don't notice when the values are so low.
