No, because with a 1 second recharge delay the recharge delay would be complete before the recharge tick. Thus, you would recharge at every tick.

it has a proposed base armor of 390 sooooo if my math is correct with LVL5 core skill that's 487.5 armor

Regardless, 4 seconds really is not THAT long, and the Caldari heavy needs that in order to sustain its HP. Keep in mind that even with the Sentinel bonus, the Caldari Heavy is going to take around 106% damage from laser weapons and even with 25% reduction to splash damage, a single flux grenade is going to wipe out its main line of defense. The CHeavy needs to be more focused on rapidly regenerating its shield HP and not so much on buffer like an armor heavy would.
you will see a new Fotm cal heavy with RR.

The very sad part is Shields were OP for over 8 months.
Ill throw a flux at you and keep shooting so you cant regen shields. I cant wait to see all the caldari heavys come out and a flux eat them up. I always run flux so this wont be a problem for me. Another thing is the caldari heavy might be good for pubs but they will suck in PC due to flux spam and core spam.

Ps: fix kb/m Apparently someone forgot there are Locus Grenades in this game. The difference being that locus do significantly less damage than flux grenades do. They are also capable of outright killing someone, where flux is not. Don't get me wrong, there are lots of explosive weapons that **** up armor, that's why the flux is so strong because it is a balancing mechanic. I've been pro shields for awhile and the locus grenade argument is kinda ridiculous if Locus grenades ONLY took Armor and left armor tankers with their dismal shields, then sure it makes sense, but Locus Grenades do a **** ton of damage to both... ESpecially if shields are already gone via an insta melt flux nade... So throw an armor style flux nade in there (napalm nade?) and let me shoot your cloth like shields, this is what us shield tankers feel like when we aren't omni tanking.. I agree with OP maybe not 1sec but depleted delay needsto be low because of first line of defense and flux nades...
Bear in mind that this is a Sentinel, which gets a reduction in splash damage as it is.

The one thing ppl kind of forgets when they say armor is better then shields is that shields regenerates but armor needs a logibro or something to help the armour guy to keep up.
That one thing makes gives shield users advantage over armour. The advantage armour gets is better raw base hp but non ( or almost non ) regen by default. So 4 me it looks quite balanced to be honest

The Gallente and Minmatar have a 6 second depleted recharge delay
Amarr has a 5 second depleted recharge delay that is equal to its regular shield recharge delay
I'm hoping that CCP wouldn't give the primary shield heavy the worst depleted shield recharge delay....then again it is CCP

Ps: fix kb/m if they were to do that to the other shield tanked suits then they would need to do something to prevent them from armor tanking as is shield tanking is vastly superior to armor tanking and is much more reliable more often than armor tanking.

Indeed. The max armour that it could have is 636... But that would be a complete waste of the only low slot for a shield-based heavy (barring some situational build).
Most would probably have around 487 armour HP. Which would be quite a bit if we were talking about scouts or medium suits... But on a heavy, that much armour has very low mileage, given weapon DPS, aim assist, the large heavy hitbox, as well as the easiest headshots in the game.
