They are slow enough to evade, big enough to see coming. If you cannot escape from a heavy, then you got to close! Given the TTK, heavy suit scan profile, how common scanners are; I can't buy into the argument that heavies are OP. Even if a Heavy speed tanks with an AR, he's easier to kill than a proto Gallente Logi with an AR! Heavies are meant to be built like a brick shithouse, deliver some heavy fire, and move slow. They do all 3 well. If anything fix dispersion on the HMG. IMO, CCP is closest to having the heavy suit balanced out of all suits. Logis have too many slots, assaults/scouts don't have enough. But heavies are finally close to 'just right'. Just get them their weapons. No I'm not a heavy, I'm a Min assault.

For half the cost im sitting at a higher ehp making it way way more efficient in CQC. Also, I will be the first to admit that I do not have great gun game so yes I take a little bit of refuge in my higher hitpoints.

I exclusively use the HMG on 1 level/CQC/urbans areas, laser for open ground, AScR/SMG for everything else. HMG is laser accurate? Yes against stationary/slow moving targets (heavies). Mediums/lights can outmaneuver HMGs while they have the trigger held down, ever notice how slow an HMG turns while firing? You have to have disciplined and controlled target acquisition with a HMG, or you can pick up a light weapon and be competitive with all of these ballerinas.
