It means that you have a permanent "bonus" SP pool to which CCP adds ~190,000 per week. Gone for a year? Then you have 9,880,000 bonus SP saved up that you can go out and earn. Would help those who have to deploy soon. Or end up in prison.

Any unused SP for the week goes into a pool that can be drawn from at any point in time. It doesn't increase the amount of SP you gain, it just prevents you from missing out on any should you decide to turn your PS3 off.

They won't. Here's why. Basically anytime there is a triple SP week it brings all kinds of disgruntled players back. Those players, having played the game again, sometimes "Get back into it" for a little while, and this helps to re-spike the player count. Without it, the player count goes down, and down, and down, and down. They aren't doing triple SP out of the goodness of their hearts. They are doing it because it sells boosters, and helps retain interest. Anything they say to the contrary is purely political. These events help them a lot.

The goal is to allow people to catch up with those who grind out the SP immediately on a weekly basis rather than having the SP gap between the bleeding edge and the middle of the bell curve constantly expanding. No need to rollover for me even my PS3 is in bad shape and my wife is pregnant so anytime she can hit it with hammer. or my kids will, someday, break it for good.

In previous events, with the 2x or 3x multiplier on WP = SP, you only needed 500 or 333 WP to reach 1000/1500 SP. Therefore people wanted to grind out as many matches as possible (usually in ambush) so they could maximize the amount of SP from playing after cap. Anyway, with regard to the rollover I don't think they'd ever change it because of the way you could exploit boosters. If you had that one year of rollover SP saved up, you could theoretically grind it out within one or two 30d active boosters, instead of having to buy 12 months worth of boosters for the same benefit under the current SP system.
