Depending on the planet you may be looking at a hi sec planet, we need to make those more visible as not conquerable. Blue planets just meant temperate planets, which if in low sec and in molden heath means conquerable.

PC is only available in low security systems in Molden Heath. The other districts on the map are just high security space or faction warfare space districts which players cannot interact with (which is why you see no options).
