Yep, all the Recruiter item rewards at Milestone 2 (when your recruits hit their first 100,000 WP each) are BPOs. The Milestone 1 Recruiter reward (when your recruits hit their first 25,000 WP each) is 25 copies of the HK4M shotgun.
