Data, feeling and experience. E.G. Flaylock was clearly OP, Tac AR was clearly OP, PLC was clearly UP. Breach AR wasn't totally UP, it was sub par now it's slightly too strong for having that ROF. BP was sub par, but they have buffed damage too much.

The only thing i don't understand is why do gal and min weapons have SS skil, but cal and amarr don't. You don't have particulary advantages with a CR over a Scrambler (for example), i don't understand why you have to spend more points on the CR.
